It's not just herbiceps though.
It's anything on the archaic DTV architecture.
I'm sure it has nothing to do with the architecture, but rather the route between you and the servers. It may be something out of DTV's control. If you are capable of doing some troubleshooting and sending that information to DTV, it may go a long way towards fixing this for you.
Assuming you're using Windows, the tracert command would be helpful

From my colo server in Madison, WI, I'm only 5 hops away with around 100ms latency
From my home address, it's about 14 hops with around 200ms latency.
The latency is a factor of the distance AND peering agreements that different ISP's have with each other. One of the ISP's in the middle of the route may have changed something OR they may have a problem with a piece of network equipment.
The fact that everyone isn't affected indicates that the problem is more local to you than it is a system wide failure.
